The context

Angola is using a Teaching at the Right Level approach to respond to foundational literacy and numeracy gaps. The public account places teacher development, practical activities and closer monitoring of each child inside the intervention rather than treating the method as a content library alone.

02

What the public evidence shows

  • Implementation began across schools in Benguela, Cunene, Huíla and Luanda.
  • Teachers were trained to use level-appropriate literacy and mathematics activities.
  • The approach groups and supports learners from demonstrated skill rather than age or grade alone.
  • Training is reinforced through teacher-to-teacher transfer and classroom practice.
03

What Asmbly takes from the case

Asmbly takes the principle that learner information should lead to a practical teaching response. A signal has value when it helps the teacher choose explanation, grouping, practice or follow-up.

04

What cannot be assumed

The public stories describe implementation and teacher experience, not a causal national outcome. TaRL also depends on pedagogy, materials, training and support that cannot be reduced to software.
